Ankara is famous for far more than displacing Istanbul as the capital of Turkey. The city dates back to the Bronze Age and has important culture and monuments from all eras since.
Thankfully cheap Ankara hotels are almost all located within the central part of the city itself. The downside is the distance from the airport to the centre is quite large, so selecting a hotel that offers free transfers from cheap flights to Ankara will help you settle in that bit easier to your Ankara holidays. If you're on a budget, then cheap Ankara hotels are often found along Sanayi Caddesi, which is happily situation in the museum district meaning you'll hardly notice the relatively small rooms. If you're looking for something a bit more up market, try converted Ottoman era houses or one of the newer international chain hotels, many of which are in the Kavaklidere area.
Ankara is located in the Anatolian highlands and thus has a semi-arid continental climate with extremes in winter and summer, meaning for most late Spring and early Autumn would prove the best times to visit. July and August regularly have temperatures close to 30 degrees Celsius which while fine at a beach destination in a city like Ankara can prove sticky and uncomfortable while sightseeing or shopping. Similarly winters can see temperatures plummet below zero, meaning a visit in this season is only advisable with a winter coat and will require many Turkish coffees to stay warm!
