Romanian Athenaeum

The Athenaeum is simply the finest building in eastern Europe. It was built in the 19th century to house the philarmonic orchestra. If you can see a concert here, you must. The Acoustics are reputedly incredible.

Cismigiu Park

Cismigiu Park is a really lovely spot, a perfect place to head on a warm day if sightseeing has got too much for you. There's a lake in the middle and you can rent rowboats. There's also a fine beer garden and loads of people watching to be done (especially in the chess area).

Royal Palace

The National Galley of Romania is housed in the former royal palace building. It has a reasonably large collection of works by European masters but I would say that this collection is less impressive than those that you would find in capitals all over Europe and you should visit instead for the Romanian art section which is wonderful and well curated. A personal favourite was the Brancussi room.

Palace of Parliament

The Palace of Parliament is a bizarre sight and a slightly sad one. Bucharest certainly isn't the place you'd imagine finding the second biggest building in the world and the boulevards leading to it are a bit dilapidated. Nonetheless it is an absolutely magnificent structure. You can get tours of some of the interior and stand on te balcony where Michael Jackson made his famous "Hello Budapest" address.
